Job Description

A Greater Manchester Local Authority is seeking a dynamic and experienced Freelance Project Manager to lead and deliver high-profile regeneration projects and infrastructure initiatives. This role is pivotal in shaping the region’s urban development, working collaboratively across multidisciplinary teams and stakeholders to drive successful project outcomes. The ideal candidate will possess a proven track record in managing complex projects, particularly in the areas of regeneration and infrastructure delivery. This is a 12 month contract working on a hybrid basis. Key Responsibilities: Project Leadership Take ownership of infrastructure components within assigned schemes, ensuring alignment with overall project objectives and timelines. Collaborate with the Development Team to ensure seamless integration of infrastructure delivery with broader project goals. Property and Land Management Investigate and determine land ownership in partnership with the Property Team, ensuring compliance with legal and regulatory requirements. Cross-Functional Collaboration Work closely with Highways, Landscape, Street Lighting, and Maintenance teams to ensure the successful planning and execution of projects. Act as a liaison between internal departments to facilitate smooth project operations. Cost and Programme Management Develop and compile high-level cost estimates, ensuring accuracy and adherence to budget constraints. Create, maintain, and update project work programmes, scheduling tasks effectively to meet deadlines. Stakeholder Engagement Engage proactively with stakeholders, including community members, to build strong partnerships and foster collaboration. Attend and contribute to consultation events to gather feedback and ensure project alignment with community needs. Leadership Briefings Provide clear and concise briefings to the leadership team, outlining progress, challenges, and opportunities. Funding and Business Development Identify potential short- and medium-term funding opportunities to support project delivery. Lead on preparing funding bids and developing robust business cases to secure financial support. Process Management Oversee internal and external processes, ensuring compliance with organizational and regulatory standards, with guidance from Infrastructure colleagues. Site Visits and Reporting Conduct site visits as required to monitor project progress and address any on-site issues. Produce comprehensive reports and documentation to support project decision-making and communicate outcomes effectively. Qualifications and Experience: * A degree in engineering or an equivalent industry-recognised training qualification. * Demonstrable experience in managing large-scale regeneration and infrastructure projects. * Strong analytical, evaluation, and decision-making skills. * Proficiency in producing and maintaining project programmes and cost estimates. * Exceptional client liaison and interpersonal skills. * Excellent written and verbal communication skills, including report writing. * A full UK Driving Licence with the flexibility to attend sites within the North West & Central region.
