Job Description

Westlakes Recruit are currently recruiting for a Emergency Services Business Development Manager to be engaged on a permanent basis in UAE and KSA. Key Purpose The purpose of this position is to lead and drive growth and provide innovative solutions in the emergency services sector, with a particular focus on the Kingdom of Saudi Arabia. This role is critical in building partnerships, delivering tailored solutions, and aligning offerings with the strategic priorities of emergency services agencies and related organizations in the region. Based in either UAE or KSA, the role will require a minimum of three weeks per month in KSA. Key Responsibilities Strategic Business Development Identify, develop, and secure new business opportunities in the emergency services sector across KSA. Lead and deliver against a GBP19m new business ACV target for 2025. Build and maintain strong relationships with government agencies, private sector stakeholders, and international organisations. Conduct market analysis and research to identify emerging trends and customer needs in the emergency services domain. Solutions Development Lead and collaborate with internal teams to design and deliver customised solutions for fire services, medical emergencies, disaster management, and other emergency operations. Ensure solutions align with client operational goals and meet regulatory and safety standards in KSA. Provide expertise in modern technologies to enhance emergency response capabilities. Stakeholder Engagement Represent the company at industry conferences, trade shows, and networking events in KSA and the GCC region. Prepare and deliver presentations and proposals to potential clients, highlighting value propositions. Act as a trusted advisor to clients, offering strategic guidance and insights for their emergency response systems. Project Oversight Oversee the implementation of projects, ensuring timelines, budgets, and quality standards are met. Work closely with cross-functional teams, including engineering, operations, and procurement, to ensure seamless delivery. Reporting and Compliance Maintain detailed records of business development activities and provide regular updates to senior management. Ensure compliance with local laws, regulations, and cultural considerations in KSA. Essential Skills, Knowledge, and Qualifications Key Competencies: Exceptional interpersonal and negotiation skills. Strong analytical and problem-solving abilities. Proficiency in English and Arabic (preferred). Knowledge of KSA's Vision 2030 and its impact on emergency services. Demonstrated ability to lead cross-functional teams and manage complex projects. Experience: Minimum of 10 years' experience as a senior firefighting officer. Minimum of 5 years of experience in business development or solutions management, preferably within the emergency services or public safety sectors. Proven experience in the Middle East market, particularly in KSA. Strong understanding of emergency services operations, technologies, and regulatory frameworks. Education: Bachelor's degree in Business or a related field from a reputable institution. Extensive bidding, business development, and commercial experience, having worked on large, complex business opportunities and bids. Additional Requirements Qualified firefighter at a managerial level. Credible communicator with strong networking skills, ideally within KSA.
