Salary and grade: £36,032 - £42,576 per year, Grade 5 Duration of role: Permanent Hours per week: 37hrs (Full Time) Location: The designated office base is Abbey House, Abingdon. The councils operate in a truly flexible and hybrid way where the focus is on outcomes, not where you work. Closing date: 7 March 2025 (midnight) About the role and what we’re looking for The Property Assets team provides Property and Facilities services across both Councils for the general public and for internal customer departments, using a Corporate Landlord model. The types of buildings and the customers being served include: • Arts centres – Cornerstone in Didcot and Beacon in Wantage. • Council offices, providing staff accommodation and public reception services. • Community centres • Leisure facilities, including leisure centres and outdoor swimming pools. • Housing – hostels, houses, and mobile home parks. • Public toilets • Other land and facilities, including closed churchyards. • Working closely with the technical services team – responsible for car parks, flood alleviation, sewage pumps, and engineering services. • Working closely with Development and Property Strategy teams – specifically providing any Facilities or maintenance needs for sub-let premises. The team uses a mix of internal and contract labour for repairs and cleaning, and specialist contractors for compliance, pre-planned, and reactive maintenance. A Building Services Technician (Electrical) is required to lead on the maintenance, repair, and improvement of the Mechanical and Electrical building assets for the Council. Main duties and responsibilities • Provide regular pre-planned maintenance and repair services to the Council’s main operational buildings (circa 90 buildings, a mix of commercial, residential, and public conveniences). • Provide a reactive first-fix repair service across the wider Council property portfolio. • Manage delivery of maintenance activities using sub-contractor support. • Monitor utilities management and environmental programmes. • Support cost-effective procurement of engineering maintenance services. • Operate within annual engineering budgets for the maintenance and repair of the services. • Contribute to a forward maintenance plan that tracks asset condition and projected maintenance costs on a 5-year rolling basis. • Ensure all documentation/records are kept in clearly identified and retrievable systems. • Plan statutory compliance maintenance and testing and report as required. • Ensure all PPMs and Critical Facility PPMs are carried out to schedule. • Ensure completion of all reactive Helpdesk Requests, ensuring closing and completion in line with SLAs. • Fully understand the operational protocols associated with alarm conditions and auxiliary back-up system capabilities. • Ensure that financial processes are adhered to at all times. About you Your essential skills, knowledge, and experience • Strong understanding of electrical systems, problem-solving, and analytical skills to diagnose and fix electrical issues. • Excellent contract/supplier management skills. • Mechanical Building Services Technician practical knowledge. • Knowledge of building emergency response activities. • Strong proven experience in operating building services across multiple sites. • Experience working and operating in a permit-to-work system. • PC literate with Microsoft Office skills. • Operational experience in managing Environmental, Health & Safety Systems. • Physically able to climb ladders, access confined spaces, perform general working-at-height activities, and follow safe systems of work across a range of buildings. • Must hold a recognised electrical trade apprenticeship and/or relevant qualifications to Level 3 (theory and practice) in a relevant electrical discipline with suitable industry experience. • 18th Edition Electrical Wiring Regulations. If you have the following experience or qualifications – it’s a bonus • EET/Portable Appliance Testing qualification. • IOSH Managing Safely or NEBOSH General Certificate or equivalent H&S training. • Understanding of utilities monitoring and environmental sustainability. • Knowledge of Water Hygiene L8. • BMS Controls Experience / HVAC Experience. • IPAF 3a/b license (Desirable – training will be provided if not held).
